What Is a Level 3 Building Survey?

A Level 3 Building Survey — still widely called a full structural survey — is the most detailed RICS home survey available. MSR Surveying carries out Level 3 building surveys across London, Essex and the Home Counties: on period homes, on properties that have been altered or extended, and on any house where the condition is uncertain enough that a mortgage valuation will not tell you what you are buying.

Also known as a RICS Level 3 Survey, it offers the most thorough inspection of a property’s condition. It provides significantly more detail than a Level 2 survey and is recommended where a deeper investigation is required. The report may follow the standard RICS Level 3 format or be prepared in a bespoke format tailored to the property.

Unsure whether you need this level of detail? Compare a Level 2 and a Level 3 survey, or read our guide to what a RICS Level 3 Building Survey includes. For conventional properties in reasonable condition, a Level 2 Homebuyer Survey may be enough. See the areas we cover across London and Essex. Prices start at £499 — see what a RICS survey costs.

The survey provides expert commentary on structural defects, necessary repairs, construction methods, maintenance requirements, and potential future issues, enabling you to make a fully informed decision.

Home Survey Level 3 – Details

When Should You Choose a Level 3 Building Survey?

A RICS Level 3 Building Survey is recommended if you require a far more detailed inspection than a RICS Level 2 Survey. You should consider this option if the property is:

For properties carrying higher risk, a Level 3 survey provides the depth and clarity needed to understand potential issues fully.

What a Level 3 Building Survey Does Not Cover

A Level 3 is the most detailed RICS home survey, but it is still a non-invasive inspection. Floors, walls and ceilings are not opened up, fitted coverings are not lifted, and heating, electrical and drainage systems are inspected visually rather than tested. Anything sealed behind finishes or inaccessible on the day cannot be reported on directly.

What the extra detail buys you is interpretation. Where a Level 2 rates an element and moves on, a Level 3 sets out the likely cause of a defect, the repair options, and what is likely to happen if the work is left undone — and where evidence points to a problem behind the finishes, it tells you which specialist investigation to arrange before you exchange.

What You Will Learn from Your Level 3 Building Survey

A RICS Level 3 Survey delivers the most comprehensive inspection available and is ideal for buyers who want a detailed understanding of the property’s structure and condition.

Your report will include:

View a Sample Report

The Home Survey Level 3 offers the most comprehensive and detailed Inspection of a property’s condition. It highlights significant issues clearly, using easy-to-understand ratings and structured reporting. To help you understand what’s included, you can view a sample (dummy) report and explore all the features, layout, and insights you’ll receive with a full survey.

The defects a Level 3 goes into

A Level 3 is the same visual, non-intrusive inspection as a Level 2, carried out in far more detail and reported differently: for each defect you get the likely cause, the repair options, and what happens if the work is left undone. These are the areas where that extra detail usually matters.

Damp

Rising damp, penetrating damp and condensation can look similar on a meter and need completely different remedies. The report sets out which pattern the evidence points to, and what to do about it. Where the picture needs more work, we can carry out a separate damp report.

Movement and cracking

Much of the cracking in London property is old, stable and cosmetic. Some of it is not. A Level 3 looks at the pattern, width and location of cracking, the age of any previous repairs, and the things that commonly drive movement locally, including clay soils and nearby trees.

Roofs and rainwater goods

Coverings, flashings, valleys, parapets and flat roof finishes, together with gutters and downpipes, which cause more damp problems than almost anything else.

Timber

Rot and insect attack in roof timbers, floors and joinery, where visible and accessible, and the conditions that allow decay to continue.

Drainage and services

The visible drainage, and the age and apparent condition of the electrical, heating and plumbing installations. Services are not tested, so where they look old or unsafe the report tells you to have them checked by the relevant specialist before you exchange.

Alterations and extensions

Loft conversions, removed chimney breasts, structural openings and rear extensions: whether the work looks properly done, and what evidence you should ask your solicitor to obtain.

A Level 3 on a period or Victorian property

Older London housing stock was built with solid walls, lime mortar and timber floors, and has usually been altered several times since. That combination is exactly what a Level 3 is designed for.

  • Solid walls behave differently from cavity walls, particularly where modern impermeable finishes have been applied over them.
  • Original features such as sash windows, lath and plaster and chimney stacks are often where the maintenance cost sits.
  • Previous alterations are the biggest unknown on a period property, and the report sets out what evidence to request.

What a Level 3 Building Survey costs

Our RICS Level 3 Building Survey starts at £499, and the fee for your property is confirmed before you book. A Level 3 costs more than a Level 2 on the same property because the inspection takes longer and the report goes further. Our survey costs page sets out what changes the price.

Why Do You Need a Level 3 Building Survey?

A mortgage valuation confirms value for lending purposes only. It does not provide a detailed inspection of the property’s structure or condition.

A Level 3 Building Survey helps you:

  • Identify structural defects and hidden issues
  • Understand the true condition of the property
  • Plan repairs and future maintenance accurately
  • Avoid unexpected and costly remedial works
  • Proceed with confidence on high-risk or complex purchases

Frequently asked questions

It provides a detailed Inspection of the building’s structure and fabric, ideal for older, larger, or significantly altered properties. It helps buyers understand defects, potential risks, and maintenance requirements.
This survey is recommended for homes built before 1850, properties in poor condition, those with extensive alterations, or if you’re planning major renovations. It ensures you receive expert guidance before committing to purchase or undertaking any works.
Typically, a Level 3 Building Survey takes up to 8 hours to complete, depending on the property’s size and complexity. The surveyor conducts a thorough inspection and provides a detailed paper-based report with professional recommendations.
Our Level 3 Building Surveys start from £499, with no hidden fees. Request a quote and you will see the price for your property before you book.
A Level 2 survey suits conventional houses, flats and bungalows built after 1890 that appear to be in reasonable condition, and rates each element 1, 2 or 3. A Level 3 is for older property — typically built before 1850 — and for anything larger, altered, architecturally unusual or in visibly poor condition. As well as reporting the condition, it explains the likely cause of each defect, the repair options and the consequences of leaving the work undone.
No. A Level 3 is a non-invasive inspection: floors, walls and ceilings are not opened up, and services are inspected visually rather than tested. Where the evidence suggests a problem behind the finishes, the report sets out the specialist investigation you should arrange.

Great communication from MSR Surveying from the start, I had informative phone calls and emails beforehand and we received a reasonably priced quote. Paid for and booked in the survey and the surveyor went out to the house in a very timely manner. We then received the report the very next day. I requested a phone call from the person who completed our survey as there were a couple of things I didn't understand, he rang me and explained them very well to me. Couldn't recommend them enough. Thank you.

I recently had a damp report carried out due to a leak coming from a neighbour’s property, and I couldn’t be more impressed with the service. From start to finish, the process was smooth, efficient, and highly professional. The team responded promptly, delivered a quick turnaround, and provided a clear, detailed report that thoroughly outlined the extent of the issue. The service was also very reasonably priced. This report will be used as part of court proceedings, and I have every confidence in its quality and accuracy. Highly recommended for anyone in need of a reliable and thorough damp inspection.

A very positive experience! We enquired about a survey with a very kind gentleman, Saqib, who had looked at the house online and had done some research before the call. This gave the phone call a more personal touch. We booked the survey towards the end of March and it was completed within 3 days. We then received, which was very detailed and included lots of photos! Very, very happy with the services and definitely would recommend.

Why so much London property needs a Level 3

The Level 3 exists for older, altered, extended, unusual or poor-condition property. In London that is not a minority of the market — it is most of the inner boroughs.

  • Structural movement on London clay. Large parts of London sit on shrinkable clay. Seasonal movement, mature trees and historic drainage leaks all produce cracking, and the useful question is never whether there is a crack but what caused it and whether it is progressive. A Level 3 answers that; a Level 2 flags it.
  • Roofs, chimney stacks and parapets. Victorian and Edwardian terraces fail in predictable places, and the cost of getting those wrong runs to five figures.
  • Alterations without consent. Removed chimney breasts, opened-up ground floors, loft conversions and rear extensions are everywhere in London, and the paperwork often is not. The report sets out what has been done and what you should be asking for.
  • Basement and lower-ground conversions. Common in period London stock, and they raise damp, structural and party wall questions together.
  • Period conversion flats. Where the building has been split, responsibility for the roof, the structure and the drainage is a question the report has to engage with rather than leave to the lease.
  • Party wall exposure. Terraced and semi-detached stock means neighbouring works are frequent — see party wall surveyors.

What you get that a Level 2 does not

A Level 2 rates each element 1, 2 or 3. A Level 3 goes further: the likely cause of each defect, the repair options, the consequence of leaving it, and how urgent it is. On a London period property that difference is usually what decides whether you renegotiate, walk away, or proceed with your eyes open. The fee difference starts at £100 — see survey costs, or compare the two reports side by side on our Level 2 vs Level 3 page.

London questions

Does MSR Surveying cover all of London for Level 3 building surveys?

We cover the E, EC, WC, N, NW, W, SW, TW, IG, RM, EN and UB postcode districts, together with Croydon, Sutton, Watford, St Albans, Brentwood, Shenfield and Chesham. If your postcode is not on that list, ask us — we will tell you honestly whether we can get to it.

How much does a RICS Level 3 building survey cost in London?

From £499 with MSR Surveying, which is at least £100 above our Level 2 fee. The final figure follows the size, age, type and condition of the property and is quoted as a fixed fee for your specific address before you instruct us.

How quickly is a Level 3 report delivered in London?

Within 3 to 5 working days of the inspection, the same as a Level 2. A Level 3 takes longer on site and longer to write, but the delivery window is unchanged.

Do I need a Level 3 for a Victorian terrace in London?

Usually, yes. Period and older homes, and anything altered or extended, are exactly what the Level 3 is designed for. On a typical London Victorian terrace there is normally movement history, roof and chimney work and past alterations to understand, and a Level 3 explains the cause rather than only recording the symptom.
